23 authorities led by the National Development and Reform Commission, the Ministry of Finance and the State Taxation Administration released on March 13, 2020 the Implementation Opinions about Promoting Consumption and Developing a Powerful Domestic Market.
The document said that the State Taxation Administration and the General Administration of Customs should reduce import tariffs for daily household articles, shift consumption tax on high-end watches, jewelry and gems from importers to end consumers, and expand tax-free items bought at border ports.
The document called for tough law enforcement actions against unfair competition practices and strong crackdown against intellectual property infringements and production and sale of counterfeit and inferior products to create a clean environment for consumers. The document also pushed for more efforts to improve online consumption conditions, protect consumers' personal data and fight against illegal online sale of personal information.
